Abstract: Gender mainstreaming is integrating gender issues in development programs, including agricultural development. Ministry of agriculture has been doing a lot of development programs that open access to women in development, but still found the gender inequality in participation and benefits. Analysis of the gender policy in the case of Prima Tani program shows the weak commitment of policy makers at the local level, and mechanism (structural or functional) are accountable for implementing gender mainstreaming and monitoring progress, also the capability of human resources to gender analyze and implement gender mainstreaming are not optimal yet
